Why would the elites want to control a few thousand of us on UBI when they could control billons of us
IT DOESN'T MAKE SENSE
So a few thousand of us are living in rented flats, eating bugs, only able to go around our local town, having one child and then being sterilised. The work is done by robots and we sit online at home spending our meagre UBI that the elites fight for their share of.
The elites are wondering around the countryside doing mountain hikes and smelling what’s left of the flowers. Eating fish from the still polluted lakes. Watching their fortunes dwindle. If the elites were the sort of people who were happy doing this then they wouldn’t have been driven to make $trillions from exploitative industries that rely on constant growth and not caring for nature, animals nor people.
They are going to be BORED.
One of them will say ‘I’m sick of paying UBI I want lots of people making money to pay my pension.’ Another will say ‘I need some fun, I’m going to let my population expand so I can start making money out of more oil, vaccines, medication and hospitals, more drugs and alcohol, more plastic, more stuff no-one needs, more cars (electric or petrol who cares), more construction and concrete, more surveillance, technology and algorithms, more space flights and holiday makers, more farmed animals, GMOs and agrochemicals, more guns, jets, missiles and nukes,…’
These people love being the emperors of billions of people and increasing there trillions of dollars, why would they want to reduce their power and wealth; not keep expanding it?

My off-the-cuff answer would be that they can see that the livestock (working class people) are taking too much of their resources. There’s also an ideal number of people that can generate wealth for them while being controlled effectively. I believe that, in their minds, it’s time to cull the herd down to more manageable numbers.

The bioexchange, is replacing futures markets. Bluntly, its a new "stock exchange", where literal futures are bought and sold. Your decisions/data (especially the data you don't even know that you are giving away, like throwing dollar bills into the air), are all being harvested, collated, put in "futures" and sold to the "investors" for trading. Respectfully, your picture of the future is technologically naive.
Look into the think tanks dotted throughout the world and the various "future-proofing", and nanotech markets. Its the wild west gold rush and its only just getting started.
